ICEP -the Portuguese
Investment, Trade and Tourism Board / PCB - the Porto
Convention Bureau support bids for inventernational
conventions, conferences and seminars - CCS's
ICEP - the Portuguese
Investment, Trade and Tourism Board, is the official
body responsible for the promotion and internationalisation
of the Portuguese economy and Portuguese firms, and
directs its activities towards five specific areas:
Promotion of the global
image of Portugal; promotion of Portuguese goods and
services; supporting the internationalisation of Portuguese
firms; attracting direct foreign investment; and promoting
Portugal as a tourist destination.
The Porto Convention
Bureau is a non-profit-making private association, specialised
in Tourist Marketing of Porto and Northern Portugal
as a destination for Business Tourism (Conferences,
Seminars, Events and Incentives). The founding members
are the Municipal Councils of the Porto Metropolitan
Area, the Portuguese Business Association, The Porto
Trade Association, The Porto Traders Association, the
University of Porto, the Portuguese Association of Travel
Agents and the National Union of Hotel and Similar industries
of the North.
The group of associate
members of the PCB numbers a 110. It is constituted
by accredited service providers that include the majority
of five, four and three star hotels, the Pousadas of
Portugal and country inns and guest houses, situated
in Porto, its metropolitan area and the North; convention,
conference and exhibition centres, travel agents and
professional conference organisers; airlines, hire firms,
car hire firms and coach operators, cruise-ship companies;
audiovisual companies, exhibition stand builders, caterers,
Port wine cellars and other companies involved in cultural
events.
Objectives of the
programme
To logistically and financially mobilize, stimulate
and support the International Associations, scientific
community and other interest groups.
To optimise the activity of accredited tourism amenities
for the segment of CCS's, as much in regard to time
(reducing seasonality) as area (Porto and Northern Portugal).
To take advantage of the potential of CCS's in generating
tourist flows of greater added value, through the attraction
of the greatest number of participants and their fixture,
and through appealing "pre" and "post-tour" programme
proposals.
Criteria for international
CCS qualification
Minimum of 100 participants;
75% of whom should be foreign;
With the involvement of at least four markets;
The event should rotate through at least four countries.
Forms of support to
application promoters
The preparation and elaboration
of an application process for an international CCS will
additionally benefit from the support of the Porto Convention
Bureau as a privileged mediator between the entity promoting
the bid, the PCB's membership and the service providers
in the following procedures:
The preparation and elaboration of a bid dossiers, based
on the technical specifications of each CCS as per a
specifications manual; acquisition of letters of support
from institutional bodies, and the collection of conditions
and quotations for the elaboration of budgetary forecasts;
Advising of favourable dates; suggestion of venues for
the organisation of the event and social programmes;
availability of promotional material for the event;
Lobbying international organisations, either through
their presence in previous events, or through the repeated
presentation of bids, or through the organisation of
inspection visits and their accompaniment and the offering
of prestigious tokens;
Financial support
Within the scope of
this programme the following expenses are eligible for
financing:

production of the bid dossier; |

organisation of and accompaniment during inspection
visits to the destination; |

the offering of prestigious tokens by the Board
of Directors that analyses and decides upon the
bid processes; |
| |
advertising in specialized publications; |
| |
promotional mailings and direct marketing efforts; |
| |
the edition of preliminary programmes, and graphic,
audio-visual and multimedia material of promotional
interest. |
Evaluation and Approval
Criteria
The definition of logistic
and financial support will be made by a consulting committee,
who will take the following evaluation criteria, among
others, into account:
number of participants
time of
the year, days of the week and length of stay
average expenses per participant
the "goodwill" of the consulting committee
Under the terms of the
co-operation protocol between ICEP and the PCB, financial
commitment is conditional, amongst other factors, upon
the annual budget programme which may limit the acceptance
of bids.
